Park Construction Company’s Small Business Information Plan Park Construction Company has a long and successful history of working with small businesses. With many of the projects Park Construction Company bids, there are specific diversity goals to be met. As part of the bidding process, which often runs right down to the wire, we may be required to state a percentage of those goals that we can meet.

SMALL BUSINESS SUBCONTRACTING POLICY

It is the policy of Park Construction Company to promote the use of Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Business concerns and to promote the utilization of Indian Organizations and Indian-Owned Economic Enterprises consistent with Public Law 99-661 and 100-108 and as implemented by Contract Clauses 52-219-9 on all categories of work on Federal contracts awarded to Park Construction Company over $1,500,000 (construction) or $700,000 (supplies or services).

Park Construction Company’s SBLO will be working together with a designated Project Manager to implement all phases of the Small Business Subcontracting Plan. The responsibilities of the SBLO include being the first point of contact for Small Business inquiries and overseeing the implementation of procedures for Park Construction Company’s Small Business Subcontracting Plan. The designated Project Manager is responsible for total project prosecution. Both the SBLO and Project Manager report directly to corporate officers and will assume the roles of managing the Small Business Subcontracting Plan as referenced above. The SBLO duties shall include consulting possible sources of Small Business, such as, the Park Construction Company Subcontractors List, state and local Targeted Business Directories, state and local Disadvantaged Business Directories, as well as national services including The Small Business Administration and the Minority Business Development Agency of the Department of Commerce, for potential Small Businesses that produce or sell products or materials, or provided services required for this project.

When soliciting quotes, the SBLO shall identify whether or not potential subcontractors are Small Businesses and give consideration to those small business firms that can competently and competitively perform the work for which they have been solicited.

When the duties of purchasing are delegated to others, the SBLO will inform the purchaser of this policy, and monitor the purchaser to ensure the plan is being followed.

It shall also be the SBLO’s duty to inform all large business subcontractors of the contract requirements for a Small Business Subcontracting Plan, and assist them in the implementations of their own plan.

When the magnitude of a project makes it difficult for a small business to undertake the total volume of a subcontracted work item, Park Construction Company will work with small contractors to obtain portions of work they can reasonably manage, and request that larger subcontractors do the same.

The corporate office maintains current directories of possible Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, Veteran- Owned, Service Disabled Veteran-Owned, and Indian-Owned, Targeted Group Business (TGB), CERT Certified Business and Disadvantaged Business Enterprise (DBE) firms and will assist and support the SBLO in his or her efforts as set forth in this policy.
